About this opportunity
The U.S. General Services Administration (GSA) Federal Acquisition Service is seeking a Third-Party Logistics (3PL) provider to support export operations and streamline warehousing, cargo movement, and distribution processes. This Request for Information (RFI) is designed to gather industry feedback on 3PL capabilities, performance approaches, and pricing methodologies that align with GSA Transportation Movement efforts, including the Fire Management Program, hazardous material movement and mitigation, and government disposal operations. Key contract requirements include receiving and inspecting Transatlantic and Transpacific ocean shipments at two bi-coastal locations, preparing shipments for international transportation, certifying hazardous materials handling, and managing warehouse management system interfaces and electronic purchase order processing. The RFI does not specify formal evaluation criteria but seeks information to inform future procurement decisions regarding operational capabilities and industry standards alignment. Responses to this RFI are due by 10:00 AM EST on November 12, 2025, submitted via a provided Google form.
This pre-solicitation notice carries no set-aside designation and does not identify incumbent contractors or potential competitors. No award value or budget range is disclosed in the RFI documents. The technical specifications indicate substantial operational requirements, including eight Hazardous Certifiers and multiple forklifts at each of the two locations, warehouse facilities with a minimum 26-foot clearance, and storage capacity up to 500,000 square feet. The RFI is explicitly stated as an information-gathering instrument that does not constitute a binding contract commitment, suggesting that the government will use responses to inform a future formal solicitation for export operations support services.
