About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is soliciting quotes for explosives and explosive products to support their Advanced Explosives Disposal Techniques (AEDT) training program at the National Center for Explosives Training and Research. The procurement includes specific quantities of Dyno Nobel Primacord, electric and non-electric detonators, and other specialized explosive materials required for the eight-day training course that serves ATF Certified Explosives Specialists, public safety officials, and military EOD personnel. Prospective vendors must be registered in the System for Award Management (SAM) and comply with federal acquisition regulations for commercial items. The government will evaluate quotes using a lowest price technically acceptable source selection process, assessing technical acceptability, past performance, and pricing. All questions must be submitted by 1:00 PM EST on August 12, 2025, and quotes are due by 5:00 PM EST on August 13, 2025, both via email to designated contracting officers.
This solicitation operates under an unrestricted competitive process with no set-aside designations applied. The total estimated value of the procurement is $126,963.25, representing a firm-fixed-price purchase order for the specified explosive materials and supplies. The contract requires delivery within 90 to 120 days from award, with pickup locations restricted to within a 250-mile radius of the ATF National Center for Explosives Training and Research facility. Performance will occur in Huntsville, Alabama, where the training center is located. The procurement emphasizes the critical need for specific brand name explosives to maintain curriculum consistency and ensure proper interoperability between different explosive disposal disciplines taught in the course. The justification documents indicate this is a brand name procurement designed to support the unique mathematical calculations and proprietary explosive mixtures essential to the training program's effectiveness.
