About this opportunity

The Marine Corps Installation East Regional Contracting Office at Camp Lejeune, North Carolina has issued a Special Notice announcing their intent to award a sole source contract to II Corps Consulting for Explosive Hazardous and Improvised Threat Training services. The procurement falls under the Federal Acquisition Regulation Subpart 13.106-1(b)(i) as only one source is reasonably available to satisfy the agency's requirements. II Corps Consulting, located in Fredericksburg, Virginia, has been identified as the sole contractor capable of providing the specialized training services required by the United States Marine Corps. The contract will be structured as a firm fixed-price purchase order under NAICS code 611710 for Educational Support Services. Market research conducted by the government has confirmed that no other contractor can meet the specific training requirements.

The Special Notice serves to inform the contracting community of the government's intent to proceed with a sole source award while providing an opportunity for other contractors to demonstrate their capabilities. The training encompasses Explosive Hazards and Improvised Threat instruction, intelligence analysis and fusion, Multi-Function Electronic Warfare training, and delivery of the Explosive Hazards Basic Leader course. While this is not a request for competitive quotes, responsible sources may submit capability statements by 11:00 AM EST on July 7, 2025, to demonstrate their ability to satisfy the requirements. Any information received will be evaluated solely to determine whether the government should conduct a competitive procurement instead of the planned sole source award. The final decision regarding whether to compete this contract remains entirely at the government's discretion based on responses received to this notice.
