About this opportunity

The United States Air Force is seeking to establish a requirements-type contract for the procurement of commercial explosion-proof human lifts, specifically Skyjack scissor lifts (20 and 32 feet) and JLG boom lifts (45, 60, and 80 feet) that have been modified to meet Explosion Proof (EX) specifications. The Department of the Air Force Materiel Command Air Force Sustainment Center is the procuring agency, with the contracting office located at Robins Air Force Base, Georgia. The contractor must provide all materials, equipment, labor, warranties, and shipping costs necessary to deliver the lifts to support three Air Logistics Centers: Oklahoma City Air Logistics Center, Ogden Air Logistics Center, and Warner Robins Air Logistics Center. Contract performance will occur at Robins Air Force Base, Tinker Air Force Base, and Hill Air Force Base. This pre-solicitation notice requests capability statements from potential commercial vendors, with responses due by July 1, 2025, and interested parties should contact the contracting officers Andrea Cervantes or Claudette MacNeil for additional information. The proposed solicitation number is FA857125R0012, and detailed specifications will be provided in the Purchase Description document released with the formal solicitation.

This opportunity is designated as a total small business set-aside with a size standard of 900 employees, classified under NAICS code 333924 for Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing. No current contractors or incumbents are identified in this pre-solicitation notice, and specific award values or budget ranges have not been disclosed at this stage. The contract will require delivery of multiple lift units across different height specifications to serve three major Air Force logistics centers. The timeline indicates that capability statements are due by July 1, 2025, though specific contract award dates and line item numbers are still to be determined. The procurement falls under Product Service Code 3930 for Warehouse Trucks and Tractors, Self-Propelled. Given the explosion-proof modification requirements and multi-base delivery scope, this represents a specialized procurement opportunity for small businesses with relevant manufacturing and modification capabilities.
