Update #4 ·

Modified: Oct 29, 2015 3:37 pmTrack Changes
The U.S. Agency for International Development, Bureau for Global Health, Office of HIV/AIDS (USAID/GH/OHA) is seeking services for the provision of technical assistance (TA) to support the President's Emergency Plan for AIDS Relief (PEPFAR) Expenditure Analysis (EA) Initiative's implementation process, improve expenditure data quality, and strengthen the use of expenditure analysis data for program planning and budgeting.
Expenditure Analysis is the routine financial monitoring of the PEPFAR portfolio. The purpose of EA is to better understand the expenses the U.S. Government (USG) incurs to provide a broad range of HIV/AIDS services. It improves the accountability and oversight of PEPFAR's contribution globally by tracking spending and accomplishments over time, as well as supports the strategic planning process with country government counterparts and other key stakeholders.
USAID intends to issue a Request for Proposals (RFP) following this pre-solicitation notice. Offerors are advised that this pre-solicitation notice is NOT a RFP, and it no way obligates USAID to issue a RFP or to award a contract. The information contained in this pre-solicitation notice is released to the public for informational purposes only and is subject to change. USAID has designated this action as a Total Small Business set-aside. USAID encourages the participation of small businesses as designated in FAR 19.
USAID encourages interested parties to register for updates on this activity via www.fbo.gov. All inquiries concerning this notice must be emailed to EATAP@usaid.gov.
