About this opportunity
NASA's Kennedy Space Center has issued a Special Notice regarding the Expendable Launch Vehicle Integrated Support (ELVIS 3) Services contract, indicating their intent to extend the current contract with a.i. solutions for up to two additional years through one-year option periods. The notice relates to specialized expertise services supporting the Launch Services Program (LSP) in critical areas including safety, quality, launch site engineering support, technical integration services, communications and telemetry, information technology, and launch vehicle engineering and analysis. These services are essential for providing end-to-end launch support for NASA and NASA-sponsored spacecraft utilizing commercial launch vehicles. The agency plans to use the authority under FAR 6.302 for this contract modification rather than conducting a full competitive procurement. This falls under the Engineering Services NAICS category and involves professional engineering and technical support services.
The primary purpose of this Special Notice is to gauge market interest and capabilities while NASA extends the current ELVIS 3 contract to allow sufficient time for aligning requirements with Administration objectives and Fiscal Year 2026 budgetary requirements. The extension will also provide NASA adequate time to define requirements for the future recompete contract, ELVIS 4, while maintaining continuity of specialized support services. Interested organizations must submit their capabilities and qualifications electronically to specified NASA contacts by 12:00 PM ET on August 15, 2025. These submissions will be evaluated solely to determine whether to conduct the acquisition on a competitive basis, though the final decision on competition remains at the Government's discretion. The notice explicitly states that NASA does not intend to acquire commercial products or services under FAR Part 12, and the NASA Ombudsman clause applies to this acquisition.
Notice text
NASA/KSC has a requirement to extend specialized expertise services in support of the Launch Services Program (LSP) in areas such as safety, quality, launch site engineering support, technical integration services, communications and telemetry, information technology, and launch vehicle engineering and analysis. These services are critical for LSP in providing end-to-end launch support for NASA and NASA-sponsored spacecraft on commercial launch vehicles.
NASA/KSC intends to issue a modification to extend the current Expendable Launch Vehicle Integrated Support (ELVIS 3) contract to a.i. solutions for a potential of two years via one-year option periods under the authority of FAR 6.302. The extension will enable the Government sufficient time to align ELVIS 3 requirements in accordance with the Administration’s objectives and Fiscal Year 2026 budgetary requirements. This will enable the government ample time to further define the requirements for the recompete, Evolving Launch Vehicle Integrated Support (ELVIS 4) contract, while continuing to receive specialized support services for ELVIS 3.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kathy Owen, kathy.l.owen@nasa.gov and Allyson Grooms, allyson.grooms@nasa.gov no later than 12:00 PM ET on Friday August 15, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
