About this opportunity
The Bureau of Land Management (BLM) Oregon-Washington is seeking qualified contractors to perform expanding grazing data collection services on BLM-managed lands in eastern Oregon and Washington. This work is statutorily mandated under the Federal Land Policy and Management Act, Public Rangelands Improvement Act, and Taylor Grazing Act, and aims to expand grazing opportunities while providing insights into treatment effectiveness and expediting the land health permit process. The project requires a designated project/crew manager holding a Master's or PhD degree in biological sciences, agriculture, natural resource management, or related disciplines with at least five years of professional experience managing field crews in terrestrial rangeland data collection, extensive knowledge of local flora and soils, five years of post-fire environment experience, five years of Emergency Stabilization and Rehabilitation treatment experience, and five years managing crews in remote field conditions. The notice indicates this is a pre-solicitation announcement posted on January 15, 2026, with a due date of January 28, 2026 for initial responses or questions. While specific evaluation criteria are not detailed in this notice, the emphasis on qualifications and experience suggests technical capability and relevant expertise in rangeland management will be primary evaluation factors.
The contract carries no set-aside designations and does not identify any incumbent contractors in this pre-solicitation notice. The base year contract (Fiscal Year 2026) includes 260 terrestrial data collection points, with four optional 12-month periods from 2027 through 2030 each containing 400 data collection points annually, plus an optional task to increase points by up to 250 per contract period. Data collection activities will occur between April 20th and September 30th of each contract year using BLM-specified monitoring methodologies for Grassland, Shrubland, and Savanna Ecosystems. The contractor must provide all necessary field equipment including electronic data capture devices, GPS units, cameras, and field vehicles, with field crews consisting of at least two individuals with expertise in botany and soil science. While a specific award value is not stated in this pre-solicitation notice, interested vendors should anticipate a multi-year contract with variable scope based on optional task exercise.
