Subject: Intent to award a Sole-Source contract to Technical Operations
FAR 6.302-1 - Only one responsible source (except brand name)
The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, to expand the West Point EOC Anti-Terrorism VTC EOC System is composed of several systems operating on the U.S. Army West Point Network.
Theses integrated systems distribute a REAL TIME, unified common view capability throughout the U.S. Army West Point Directorate of Planning, Training, Mobilization, and Security (DPTMS), and Installation Commanders during real world threats, and emergencies. .
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals.
The proposed contract is for the integration of additional components, and extend existing EOC Visual Tele-Communication in accordance with U.S. Army prescribed regulations and guidance for telecommunications systems.
The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) West Point Directorate of Plans, Training, Mobility, and Security (DPTMS) intends to award sole source, firm fixed price contract to (Technical Operations New York, New York) for integration of additional components, and extend existing EOC Visual Tele-Communication.
The anticipated North American Industry Classification System (NAICS) Code is 334220 (Radio Telecommunications) with the associated size standard of 1250 employees.
This notice of intent is not a request for competitive proposals.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
