Hayden VA Medical Center in Phoenix, Arizona. This opportunity, classified under NAICS code 541310 (Architectural Services) and PSC code C222 (Architect and Engineering - General: Electrical Systems), was posted on August 14, 2025, with a response deadline of August 25, 2025. The procurement is structured as a sole source acquisition with no set-aside designation. The contracting opportunity specifically focuses on providing completed 100% design and construction documents to expand emergency power capabilities to HVAC systems at the active medical facility.
The primary objective of this contract is to furnish comprehensive architect-engineer services including all necessary labor, management, facilities, supplies, equipment, and materials to develop complete design and construction documentation for the emergency power expansion project. Contractors must provide adequate professional supervision, quality control measures, and deliver reports with supporting materials while considering recovered materials, energy conservation, and pollution prevention in their specifications. Given that this work involves an active hospital facility, the selected contractor must develop a construction phasing plan with detailed utility plans to minimize patient impact and limit operational shutdowns. The sole source designation is justified under FAR 6.302-1(a)(2)(ii) for follow-on contracts with the original source to avoid substantial cost duplication or unacceptable delays.
