About this opportunity

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) has issued a Special Notice announcing its intent to award a sole source contract to Anchor QEA, Inc. for services related to expanding and accelerating the use of Thin-Layer Placement (TLP) of dredged sediment at US Marine Corps Installations. The primary goal is to enhance mission resilience through innovative environmental strategies. This opportunity is being pursued to maintain consistency with previous research contracts that were originally developed through competitive Broad Agency Announcement (BAA) proposals. The contract will be classified under NAICS code 541715 with a small business size standard of 1000 employees, focusing on research and development in physical, engineering, and life sciences.

The objective of this project is to improve US Marine Corps Installation resilience through four specific tasks: identifying nature-based solution options, conducting numerical modeling of installation vulnerability, providing technical support, and performing site visits and meetings. Contractors interested in this opportunity must submit capability statements via email to Amanda.Andrews@usace.army.mil and Sonia.J.Boyd@usace.army.mil by 11:30am Central Time on April 7, 2025. Eligible contractors must demonstrate expertise as subject matter experts in TLP and possess extensive knowledge of Engineering With Nature (EWN) strategies. While this is a sole source notice, all responsible sources may submit detailed capability statements outlining their qualifications, past experience, and references. The government retains full discretion in determining whether to proceed with competitive procurement based on the received submissions, and no oral communications or phone calls will be accepted in response to this notice.
