About this opportunity

The Great Lakes St. Lawrence Seaway Development Corporation (GLS), operating under the Department of Transportation, published this Special Notice on January 14, 2026, announcing its intent to award a sole-source contract to Hadley Exhibits, Inc. for exhibit maintenance and support services at the Seaway Visitor Center in Massena, New York. The award is being made under FAR 6.302-1, which permits sole-source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The Special Notice explicitly states that this is not a request for competitive quotes or proposals, and the government has determined that competition is not warranted for this requirement. The contracting officer has sole discretion in proceeding with the sole-source award, and no solicitation document is currently available.

The contract encompasses comprehensive maintenance and support services for approximately 38 interactive exhibits featuring integrated physical and digital components, including interactive hardware, media playback systems, tablets, embedded control systems, and proprietary software. Services required include scheduled preventive maintenance and cleaning, on-call repairs, component replacement, software troubleshooting, and approved updates to graphics, content, and video materials. The base contract period is 12 months with an estimated value of $56,600, with one optional 12-month renewal year that would bring the total potential contract value to approximately $110,550. The due date for this Special Notice is January 21, 2026; however, interested parties should note that responses will not be considered, capability briefings will not be honored, and no telephonic inquiries will be accepted. This notice serves purely as an informational announcement of the government's sole-source determination and procurement intent.
