About this opportunity

The Defense Intelligence Agency (DIA) is seeking a contractor to provide comprehensive Design and Dissemination Support for its Executive Production and Dissemination Office (EPD) through an emergency bridge contract. The primary objective is to maintain continuity of mission-critical intelligence support services across multiple classified networks including JWICS, CAPNET, SIPRNet, and Stone Ghost. Contractors must provide system administration, application development, and mobile device support for key intelligence platforms like SOURCE, Defense Intelligence Online (DIO), and CORE production management solutions. Personnel requirements mandate U.S. citizenship and appropriate security clearances, with skill levels ranging from Journeyman to Expert. The pre-solicitation notice is specifically a Sources Sought Notice for market research purposes, with responses due by January 22, 2025, and the government anticipating award on the SITE III IDIQ contract prior to the current contract's expiration on February 28, 2025.

The contract does not have a specific set-aside designation and will be competed on the SITE III IDIQ vehicle. The performance period is six months, with work to be performed at DIA headquarters and other facilities in the National Capital Region, Quantico, VA, and Charlottesville, VA. Contractors must maintain 99% application uptime during specified hours and achieve 90% average performance ratings. Technical requirements include software development using specific technologies such as JavaScript, CSS, XML, and Java, with a focus on supporting digital tablet and mobile device delivery of intelligence products. While no specific award value is mentioned, the contract represents a critical bridge to ensure uninterrupted intelligence production and dissemination capabilities. The government will not reimburse respondents for any costs associated with preparing responses to this market research notice.

Notice text

This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations.  The purpose of this notice is for market research purposes only. The Government will not resimburse respondents for any costs incurred in preparation of a response to this notice.

The Government anticipated award of the EPD task order on the SITE III IDIQ contract prior to the end of the current contract under the SIA 3 IDIQ, which ends on 28 February 2025. The Government potentially needs an additional six (6) months to successfully solicit, award, and transfer this requirement to the EPD SITE III task order, which is a competitive solution for this requiement.

Due to our stringent security parameters with regards to TS/SCI cleared personnel, we must execute an emergency bridge contract with the incumbent to avoid any gaps in service for this mission critical effort. During the bridge, the new effort will be competed on SITE III.
