About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting market research to identify potential contractors for a new small commercial derivative aircraft acquisition and service contract. The Executive Aircraft Division seeks to procure a fleet of modified commercial airline-type aircraft to augment or replace the current United States Air Force C-37A/B aircraft through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Interested contractors must demonstrate production and modification data capabilities, technical expertise, and relevant personnel experience in aircraft manufacturing. Potential vendors are required to submit an approved DD Form 2345, Militarily Critical Technical Data Agreement, to access detailed solicitation information. The pre-solicitation notice was posted on April 4, 2025, with a response deadline of May 5, 2025, indicating a relatively short window for market research and initial submissions.
The contract opportunity falls under the Aircraft Manufacturing NAICS category (336411) and the Fixed Wing Aircraft PSC category (1510), with no specific small business set-aside designated. While specific award values are not disclosed in the pre-solicitation notice, the procurement involves a fleet of small commercial derivative aircraft for VIP transport purposes. The contract appears focused on identifying contractors with robust capabilities in aircraft modification and production, particularly those able to provide aircraft that can serve as replacements or additions to the existing Air Force fleet. The government's approach suggests a strategic procurement process aimed at identifying multiple potential sources for these specialized aircraft. The solicitation indicates a comprehensive evaluation will be conducted to assess contractors' technical capabilities, modification expertise, and overall qualifications for supporting military aircraft procurement.
