About this opportunity

The Department of the Interior's Interior Business Center is procuring fully contractor-operated and maintained exclusive use Type III helicopter flight services to support natural resource missions for the Fish and Wildlife Service in McBee, South Carolina. The contractor must provide a light turbine helicopter with five passenger seats, a non-jettisonable payload capacity of 1,200 pounds at specified altitude and temperature conditions, and a minimum airspeed of 120 knots, along with associated personnel, fuel servicing vehicle, and equipment. The helicopter will support missions including fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement reconnaissance, and other administrative resource activities. Offerors will be evaluated based on technical capability, organizational safety, past performance, and price, with non-cost factors weighted as more important than price. Proposals are due by November 14, 2025 at 1600 EST, with questions due by November 5, 2025.

This solicitation is designated as a 100 percent small business set-aside under NAICS code 481211 (Nonscheduled Chartered Passenger Air Transportation) with a size standard of $34 million. The contract will be structured as an indefinite delivery, indefinite quantity (IDIQ) arrangement with a five-year period of performance from January 1, 2026 through December 31, 2030, featuring a 100-day annual exclusive use period from January 2 through June 1 each year. The contract will utilize a combination of firm fixed price and time and materials pricing with economic price adjustment provisions, with the total contract value to be determined through task orders issued during the performance period. No specific incumbent or award value is identified in the solicitation documents. The solicitation has been amended twice, most recently on October 29, 2025, with Amendment 2 clarifying cargo compartment requirements and removing an erroneous GPS weather downlink capability requirement.
