About this opportunity

The Department of the Navy Naval Supply Systems Command has awarded a sole-source task order valued at $679,310 to Epsilon Systems Solutions, Inc. under contract N0002425D4219 for 8,000 hours of urgent maintenance on the Number One and Number Two Main Propulsion Diesel Engines aboard USS TULSA (LCS-16) operating overseas, on August 26, 2026.

Both engines are currently operating above 12,500 hours, creating an imminent risk of catastrophic failure and threatening vessel operational readiness and crew safety. The justification cites FAR 16.507-6(b)(1), agency need is so urgent that fair opportunity would cause unacceptable delays. Epsilon is deemed the sole capable source due to its pre-positioned management team and infrastructure in Singapore supporting the vessel's Planned Maintenance Availability, active contractual relationship with the Original Equipment Manufacturer enabling immediate tooling mobilization, and established Process Control Procedures alignment. Prior market research under full and open competition resulted in no-bid responses.

The work is performed overseas through Naval Supply Systems Command's Ship Repair Facility Detachment Singapore, contracting through NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore. The Government limits this justification to six months, after which a competitive follow-on requirement for subsequent maintenance cycles will be solicited. Fair and reasonable pricing is determined using FAR 15.4 procedures against the established fully burdened Ship Repair Labor and Material rates under the LCS Class Sustainment Execution Contract West Coast Part III IDIQ-MACs.
