About this opportunity
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services issued an Exception to Fair Opportunity award on January 30, 2026, under FAR 16.507-6(b)(1) due to unusual and compelling urgency, authorizing a non-competitive bridge task order to the incumbent contractor under contract 47QTCK18D0043 for Emerging Technology & Design Acceleration Branch (ETDAB) support services. The contractor will provide human-centered design consultation, prototype development, technology evaluation, solution architecture support, and artificial intelligence initiative services from February 1, 2026, through April 30, 2026—a three-month bridge period designed to maintain continuity while a competitive follow-on acquisition is finalized. The justification cites a 43-day federal government shutdown that delayed the competitive acquisition schedule and the incumbent's irreplaceable institutional knowledge of ETDAB's systems, innovation processes, and stakeholder relationships as the basis for bypassing fair opportunity procedures. The contractor information and specific award amount were redacted in the published notice, though pricing is assessed as fair and reasonable based on comparison to current task order labor rates and GSA Alliant 2 contract benchmarks. This Computer Systems Design Services engagement (NAICS 541512) focuses on maximizing public health impact through innovative information technology and health informatics solutions while supporting CDC programs in responsible artificial intelligence adoption.

The Emerging Technology & Design Acceleration Branch (ETDAB) within OCIO is a resource for CDC and its public health partners, that identifies, studies, models, and tests new and innovative technology-based tools, approaches, best practices and resources to maximize programmatic public health impact. The contractor provides consultation, evaluation, guidance, and support of the use of new information technology and health information technology (informatics) solutions and architecture while working directly with customers & end-users to facilitate design sessions that leverage human-centered design principles.
