About this opportunity

The Department of the Army intends to award a sole-source delivery order to HDT Expeditionary Systems, Inc. for Chemical, Biological, Radiological, and Nuclear (CBRN) filters and filter assembly components valued at $48.6 million under the existing multiple-award IDIQ contract W56HZV-22-D-0018.

The justification cites urgency under 10 U.S.C. 3406(c)(1). The co-awardee Design West Technologies has failed to meet contractual obligations on three previous delivery orders since 2021, missing all delivery deadlines and failing First Article Testing submissions. DWT was terminated for default on two orders (most recently December 11, 2025) and deemed non-responsible by a DCAA pre-award survey in October 2025. HDT has successfully completed its first delivery order and is progressing toward FAT submission on subsequent orders. Alternative vendors (American Air Filter International and Integrated Solutions for Systems) would require 9–12 month production lead times to establish manufacturing capabilities, creating unacceptable delays to mission readiness.

The delivery order covers approximately 15,426 units across ten filter types and components, including M98 Gas-Particulate Filter Sets, M24 Particulate Filters, M48A1 Gas-Particulate Filters, M23A1 Filters, M13A1 Gas-Particulate Filter Units, M13 Particulate Filters, M2A2 Air Purifiers, M1A1 Precleaners, M14 Gas-Particulate Filter Units, and related components. Funding is from Army Working Capital Funds. The work supports the Integrated Logistics Support Center. Pricing uses existing MADOC ceiling prices at Year 5 rates, with approximately $40.0 million in production units and $8.6 million in First Article Testing costs.
