About this opportunity
The Department of the Army Corps of Engineers Engineering Support Center Huntsville is approving an Exception to Fair Opportunity to issue a six-month sole-source task order extension to RMC Global Inc. under TPSS MATOC W912DY21D0056, with performance through March 31, 2027, in the estimated amount of $535,807.89.
The extension covers system and application maintenance, security and software compliance, data management, user support and training, and transition documentation for the Army Energy and Water Reporting System (AEWRS). The sole-source award is authorized as a logical follow-on under FAR 16.507-6(b)(3), permitting continuation when all awardees received fair opportunity consideration on the original task order, which was competed among seven small business MATOC holders. The EFO is necessary because the parent MATOC expires August 7, 2026, leaving insufficient time to conduct a new competitive procurement before the current task order expires September 29, 2026. Additionally, the legacy AEWRS system must remain operational until the Army completes its mandated migration to a new low code/no code platform in March 2027 to meet statutory energy reporting requirements. The original task order did not include a priced extension option (FAR Clause 52.217-8), forcing this sole-source modification to ensure operational continuity.
Notice text
- This action is a request to approve an Exception to Fair Opportunity (EFO) to issue a six-month sole-source task order extension to theincumbent contractor, RMC Global Inc.under Task Order (TO) W912DY23F0523, awarded against Technical and Programmatic Support Services (TPSS) MATOC, W912DY21D0056. This extension is required to continue critical sustainment and operational support for the Army Energy and Water Reporting System (AEWRS). Note on Clause 52.217-8: While FAR Clause 52.217-8 (Option to Extend Services) was included in the original Request for Proposals (RFP), it was not priced, not evaluated, and was not included in the actual task order award. Consequently, the Government cannot exercise 52.217-8 to extend services, necessitating this EFO to ensure continuity of operations.
-
The procurement is approved using an exception to fair opportunity pursuant to the authority of RFO 16.507-6(b)(3). The task order modification must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
