About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking an annual license renewal for EXata/QualNet, a sophisticated Modeling and Simulation (M&S) tool designed to emulate high-fidelity Tactical and Enterprise Networks for the US Army. The software platform offers advanced capabilities including federation with other models like OneSAF, real-time hardware integration, and native representation of Cyber and Electromagnetic Warfare effects. This solicitation covers software support subscriptions for various libraries and modules from Keysight Technologies, with specific focus on network emulation software that can support up to 1000 entities. The contract opportunity is posted on April 15, 2025, with a response deadline of April 18, 2025, indicating a tight turnaround for potential vendors. While specific evaluation criteria are not explicitly detailed, the technical complexity of the software suggests a rigorous technical and compliance assessment will be conducted.
The solicitation does not indicate any specific set-aside designations, meaning it appears to be open to all qualified vendors in the Software Publishers (NAICS 513210) category. The place of performance is designated as Augusta, GA 30905, suggesting potential local delivery or implementation requirements. The contract covers floating single-site KeysightCare software support subscriptions for multiple libraries including Federation Interfaces, Urban Propagation, Military Radios, and EXata Base Network Emulation Software. While exact award values are not specified, the comprehensive nature of the software licensing and support implies a potentially significant contract value. The software's capability to integrate with military network modeling tools and represent complex technological warfare effects underscores its strategic importance to the US Army's modeling and simulation capabilities.
Notice text
EXata/QualNet is a Modeling and Simulation (M&S) tool that emulates high-fidelity Tactical and Enterprise Networks of the US Army that are either a Program of Record (POR) or emerging in the Army’s capability development portfolio. This M&S tool was also designed to federate with other models such as the Army’s POR Force on Force model One Semi-Automated Force (OneSAF). EXata/QaulNet also uses an open DIA/HLA architecture allowing it to incorporate real time hardware in the loop. This software platform is also capable of integrating and representing Cyber and Electromagnetic Warfare effects natively.
