The Department of Labor's Office of the Senior Procurement Executive, on behalf of the Pittsburgh Health and Safety Technology Center of the Mine Safety and Health Administration, is seeking maintenance and scheduled preventive maintenance services for X-ray diffractometers used in crystalline silica enforcement analysis. The solicitation specifically targets Malvern Panalytical to service two Cubix model and one Aeris model X-ray diffractometers along with their incorporated peripherals. This Request for Quotation will result in a firm fixed-price contract structure with clearly defined performance periods and objectives focused on maintaining critical scientific equipment used for mining safety analysis. The original solicitation due date has been extended multiple times through amendments, with the current deadline set for August 6, 2025, at 5:00 p.m. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code J035 for Maintenance/Repair/Rebuild of Equipment.

The contract structure includes a base period of 12 months running from August 8, 2025, through August 7, 2026, followed by two optional 12-month extension periods that could extend the total contract duration through August 7, 2028. The maintenance services will be performed at the facility located in West Mifflin, Pennsylvania. The solicitation involves servicing a total of three X-ray diffractometer units that are essential for the Mine Safety and Health Administration's crystalline silica enforcement analysis operations. The potential total contract duration spans three years if both option periods are exercised, demonstrating the government's commitment to maintaining these specialized analytical instruments over an extended timeframe.
