About this opportunity
The Defense Intelligence Agency has published a Special Notice regarding a Bundling Determination and Findings for the Enterprise-Wide OSINT Knowledge Support (EWOKS) task order. This notice announces the consolidation of three separate existing contracts into a single task order valued above $94 million. The procurement will be acquired through a fair opportunity competitive approach utilizing the SIA 3 IDIQ vehicle with a base year plus four option years. The consolidation is intended to streamline operations and enhance contract management efficiency across multiple intelligence and technical domains supporting open-source intelligence operations government-wide.
The primary objective of this consolidation is to achieve substantial cost savings and administrative efficiencies, with the government anticipating 7.64% contract cost savings and 8.37% total administrative savings through the bundled approach. The consolidated requirement encompasses labor support for weapons of mass destruction OSINT collection, analysis and dissemination, librarian services, OSINT specialists across multiple sub-disciplines, mission applications, visual innovation support, tradecraft training, and security classification support, expanding the scope of existing work by 88% to support 351 full-time equivalent positions. The Defense Intelligence Agency has established a small business subcontracting goal of 34.5% of total contract value, with specific allocations designated for small disadvantaged businesses, women-owned businesses, service-disabled veteran-owned businesses, and businesses in historically underutilized business zones. Prospective contractors should note that the government expects qualified vendors to compete through the fair opportunity process, and subcontracting arrangements among prime vendors and registered small business subsidiaries are permitted under this consolidated structure.
