About this opportunity

The Department of the Air Force is seeking a commercial telecommunications provider to upgrade and implement enhanced Voice over Internet Protocol (eVOIP) local and long-distance communication services for the Minneapolis Air Reserve Station. The solicitation, numbered FA6633-25-Q-A002, requires a contractor to provide 4,000 Direct-in-Dial (DID) telephone numbers with porting capabilities, support for 100 concurrent calls, and long-distance communication services across specific area codes. All potential vendors must be registered in the System for Award Management (SAM) database, be an authorized and qualified vendor, and submit written quotes by February 18, 2025, at 12:00 PM Central Standard Time. The procurement will follow full and open competition guidelines under NAICS code 517111, with a size standard of 1,500 employees. While specific evaluation criteria are not explicitly detailed, vendors must demonstrate compliance with technical requirements, including 99.9% service availability and rapid response times for potential service interruptions.

The contract will cover a base performance period from March 1, 2025, through February 28, 2026, with two additional option years available for potential contract extension. There are no specific set-aside designations for this procurement, making it open to all qualifying vendors. The place of performance is located in Minneapolis, Minnesota, specifically at the Minneapolis Air Reserve Station with a demarcation point at 760 Military Highway, Building 761. The solicitation requires the contractor to eliminate six legacy time-division multiplexing (LSTDM) circuits and transition to an IP-based telecommunications infrastructure, in compliance with a February 2023 Department of Defense directive. While no specific award value is mentioned, the contract encompasses comprehensive telecommunications services including diverse routing between off-base and on-base communication points, toll-free access, and complete coverage for local and long-distance calling across multiple area codes including Minneapolis and surrounding regions.
