About this opportunity
The Department of Transportation's Office of the Inspector General (DOT OIG) is seeking a contractor to provide nationwide transportation, storage, and disposal services for evidentiary property in U.S. Government custody. This pre-solicitation notice aims to gather preliminary information from businesses capable of handling a complex logistics contract that covers services across the United States and its territories, including Hawaii, Alaska, Puerto Rico, and other protectorates. The contractor must demonstrate expertise in managing diverse property types, including hazardous materials, vehicles, and transportation industry equipment, with capabilities for secure storage, comprehensive documentation, and chain of custody tracking. Interested companies are required to submit a 5-page response by January 21, 2025, at 12:00 PM Eastern Time, which must include a capability statement, business size identification, cost estimates, three past performance references, and comments on the draft Statement of Work. Evaluation will focus on the company's ability to meet nationwide service requirements, handle complex property management, and comply with federal regulations.
The contract is not set aside for any specific business category and will be structured as a five-year Blanket Purchase Agreement with a base year and four one-year option periods under NAICS code 493110 for General Warehousing and Storage. While specific award value is not explicitly stated, individual call orders will range from $5,000 minimum to $25,000 per call, with a total maximum of $150,000. The contractor must provide facilities within 25 miles of DOT/OIG offices, maintain robust security measures including perimeter fencing and surveillance, and offer 24/7 property access. Successful vendors must hold necessary certifications for hazardous materials transportation, maintain comprehensive liability insurance, and demonstrate the ability to provide monthly invoicing and annual risk management reports. The geographic scope is extensive, requiring service capabilities across the continental United States and territories like Guam, American Samoa, and the U.S. Virgin Islands.
