About this opportunity

The Drug Enforcement Administration issued a Special Notice on May 18, 2026, announcing its intent to award a firm-fixed-price sole-source order to ProAmpac for evidence bags, with capability statements due by May 21, 2026, at 2 p.m. EST. The procurement is justified under FAR 13.106-1(b)(1)(i) as only one source reasonably available.

The DEA's market research, conducted over an entire fiscal year, evaluated three potential vendors and determined that ProAmpac's custom self-sealing evidence bags demonstrate substantially greater rigidity and durability than competing products. Laboratory and field testing revealed that alternative vendors' bags exhibited seal gaps and durability failures during evidence processing and storage, while ProAmpac bags maintain complete seals, preserve integrity throughout processing, and allow resealing via heat-sealing device. ProAmpac currently supplies these specific bags directly to the DEA and will not provide quotes to resellers. GSA eLibrary research confirmed no authorized GSA contract holders manufacture equivalent bags.

Although the DEA intends to proceed with a sole-source award, the Government reserves discretion to open the requirement to competition based on this notice. Any source capable of providing evidence bags may submit a capability statement electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov. Information received will be evaluated solely to determine whether competitive procurement should be conducted. This notice is not a request for proposal. The NAICS code is 326111 (Plastics Bag and Pouch Manufacturing); PSC is 8105 (Bags and Sacks).
