Update #1 ·

Enclosed is a Request for Proposals (RFP) for a contractor to conduct a research study that will explore whether policy options designed to improve access for the elderly are effective. This study will serve to improve understanding of the barriers to serving elderly populations in SNAP and the extent to which available policy options improve program access, whether certain program models or combinations of projects are more effective than others, and what tradeoffs exist between program simplification/access goals and ensuring benefit adequacy.

The United States Department of Agriculture, Food and Nutrition Service (FNS) intends to use source selection tradeoff procedures to award a contract to the most advantageous offeror.

NOTE: This Solicitation is set-aside for Small-Businesses under NAICS Code: 541720 Research and Development in the Social Sciences and Humanities.

Questions must be submitted no later than June 22, 2016 by 3:00 p.m. EDT. Proposals are due by July 13, 2016 3:00 p.m. EDT.
