This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information.
This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for commercial supplies and services (FAR 12.207(b)).

***UPDATES AS OF 13 March 2015***
The Government is hereby amending the original sources-sought, posted 24 February 2015, and previously amended on 27 February 2015. The U.S. Government is giving notice that the required services, as defined in the original sources-sought and PWS, are needed sooner than originally anticipated. As a result, the performance start-date and anticipated timeline have changed and will now entail a 3-stage phase-in approach. The three phases (PH) and their anticipated start dates are depicted below:
PH1 - 01 April 2015: Program Management; Supply Support Activity; Production Control. Staffing Range: 50 - 100 personnel.
PH2 - 15 April 2015: All resources from PH1 plus, remaining of Production Control, Maintenance Personnel. Staffing Range: 175 - 225 cumulative personnel.
PH3 - 14 August 2015: All PH1 & PH2 resources plus, remaining Maintenance Personnel. Staffing Range: 275 - 350 cumulative personnel.
Due to its urgent and compelling nature and the acquisition timeline, the Government cannot competitively award the above requirement and intends to award a sole source contract. The anticipated duration of the sole source contract is 12 months, which will provide sufficient time for the Government to execute a competitive follow-on acquisition for these services.

There is no current solicitation package for this requirement. The Government is seeking a written capability statement from any interested source. The written capability statement will be based on the quote mark draft Performance Work Statement (PWS) quote mark provided by the Government. While questions are welcomed, the Government will not provide responses to those questions.
The 409th Contract Support Brigade (CSB) is issuing a sources sought to gather market research and determine if the requirement defined within this draft PWS can be performed. In response to this source sought, please provide a capabilities statement responsive to the requirements described in the attached draft PWS. In addition to the draft PWS, please also find attached draft equipment list and a list of potentially relevant labor categories.
In addition to what is in the draft PWS, please include in your capability statement your company's capability to do the following:
Capability to mobilize a staff of 100 to 400 maintenance staff and 50 to 100 supply staff to perform the requirements of the draft PWS by 15 May 2015.
Capability to provide personnel with security clearances to perform maintenance and accountability on the types of equipment under the secured portion of the draft PWS.
Capability to provide the key personnel as defined in the draft PWS.
Capability to hire maintenance and supply staff with the proper skill sets and experience to perform the work of the draft PWS.
Mechanics capable of maintenance and equipment organic to a Heavy-Brigade Combat Team.
