About this opportunity
This pre-solicitation notice seeks estimates of the economic burden of health disparities by race, ethnicity, and socioeconomic status for 2017-2018 at the national, state, and sub-state levels. The National Institute of Child Health and Human Development seeks proposed models and associated data sets to generate these estimates, demonstrate the strengths and limitations of the proposed models, calibrate the models, and present the results in various visual and narrative formats for different audiences. Proposals are due by December 11, 2020. The evaluation criteria will focus on the proposed models, datasets, model calibration approach, and presentation of results.
This is a total small business set-aside opportunity. The work is expected to entail analysis of existing datasets and generation of results to estimate economic burdens. No budget range or value is specified, but the scope of work suggests the contract would involve analysis of national health datasets and generating estimates for multiple geographic levels. Results would need to be presented in formats appropriate for scientific and stakeholder audiences on an undefined timeline based on available data.

NIMHD is soliciting services to provide estimates of the economic burden of health disparities by race/ethnicity and SES for 2017-2018 (or most recent data) at the US national, state, and sub-state levels, where racial/ethnic minority data are sufficient to allow for valid and reliable estimates. These estimates shall be calculated using methodologies comparable to the ones that were used to calculate the estimates for 2006 and 2014 cited in Estimating the Economic Burden of Racial Health Inequalities in the United States, International Journal of Health Services, 2011, 41(2):231-238 to ensure consistency. Scope of Work entails:
1. Propose at least two but no more than five models with associated datasets to estimate the economic burden of health disparities
2. Demostrate strengths and limitations for proposed models
3. Calibrate models to estimate the economic burden of health disparities
4. Present rationale and context for use of calibrated models
5. Generate results in various visualization and narrative formats relevant to different audiences (e.g. scientific, stakeholders, community)
