About this opportunity
The United States Air Force Research Laboratory issued a Notice of Intent to Award Sole Source for software subscription services from Esteco North America, Inc. on February 19, 2026. The Air Force intends to issue a firm-fixed-price purchase order for Esteco and Volta Tokens under the sole source authority of FAR 13.106-1(b)(1)(i), which permits procurement from a single source when only one source is reasonably available. The anticipated award date is on or about February 18, 2026, with a performance period of 365 days after receipt of order. The procurement falls under Federal Supply Class 7A21 (IT and Telecom – Business Application Software) and NAICS code 513210 (Software Publishers), with a 49 million dollar size standard. This Special Notice provides competing firms an opportunity to demonstrate their capability before the Government makes its final determination.
The primary objective of this notice is to allow responsible sources to submit capability statements, proposals, or quotations within five days of publication (by February 25, 2026 at 12:00 PM EST) for the Government's consideration in determining whether to conduct a full and open competitive procurement or a small business set-aside competitive procurement. Interested contractors must submit responses via email to Travis McCullough at travis.mccullough.1@us.af.mil, limited to ten pages in Microsoft Word format, and must include points of contact information, business classification (large U.S. business, small U.S. business, or foreign business), socioeconomic status if applicable, CAGE code or UEI number, and an explanation of how the product meets specified characteristics. All submissions must remain unclassified, and the Government will not provide compensation for information received. The Government reserves sole discretion to decide whether to proceed with competitive procurement based on responses received. Small businesses interested in a potential set-aside must demonstrate their ability to comply with FAR 52.219-14, Limitation on Subcontracting requirements.
