About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking to extend a sole source contract for Enterprise Safety Application Management System (ESAMS) data management support services. The contract is on behalf of the Commander, Navy Installations Command (CNIC), which requires comprehensive data management of public safety program records and federal record-keeping compliance. The extension is necessitated by delays in implementing the Navy's Risk Management Information (RMI) system, which is expected to be fully operational in FY26. The proposed acquisition will utilize simplified acquisition procedures under 41 U.S.C. 1901 for commercial items, with the solicitation to be issued exclusively to HGW and Associates, LLC. The contract will cover the continued use of a Government Owned/Government Operated web application and production servers hosting Commercial-Off-The-Shelf products for managing public safety program responsibilities.
The contract is classified under NAICS Code 541511 (Custom Computer Programming Services) with a small business size standard of $34 million. The current contract (N0018922CZ035) originally included a base period of twelve months plus two twelve-month option periods, with this extension proposing four three-month option periods totaling twelve months. The specific option periods run from June 2025 to June 2026, covering incremental three-month extensions. No specific set-aside has been designated for this opportunity, and the contract will be sole-sourced to HGW and Associates, LLC. All questions regarding the pre-solicitation must be directed via email to Rachel McGinley, and oral communications will not be accepted. The government emphasizes that it will neither award a contract nor pay for information in response to this notice.
