About this opportunity
U.S. Immigration and Customs Enforcement (ICE) has issued a Special Notice regarding a sole source modification to an existing contract with Capgemini Government Solutions. The notice pertains to professional services at the ERO Contact Center of Operations (ECCO) and involves creating an additional performance period from 02/23/2025 to 02/22/2025. The contract opportunity was posted on February 14, 2025, with a response due date of February 17, 2025. The modification will be procured under statutory authority that permits other than full and open competition, specifically utilizing Title 10 U.S.C. 3204(a)(1) and implemented through FAR 6.302-1. Capgemini is identified as the incumbent contractor uniquely positioned to continue providing uninterrupted services.
The primary objective of this Special Notice is to extend Capgemini's current contract without competitive bidding, based on the company's unique ability to provide continuous services during a transition period. While the notice is informational, it allows for other responsible sources to submit capability statements, proposals, or quotations for consideration. The modification falls under the NAICS category 541611 for Administrative Management and General Management Consulting Services, with a PSC code of R408 for Professional Support and Program Management. Eligibility is technically open, though the sole source nature strongly favors Capgemini as the primary contractor. The notice emphasizes that Capgemini is the only contractor capable of maintaining service continuity pending a future contract award, which justifies the direct modification approach.
