About this opportunity
The Department of Agriculture Forest Service seeks monthly rental of heavy equipment for the Lake Tahoe Basin Management Unit, with proposals due June 22, 2026. The procurement is a Total Small Business Set-Aside under NAICS 532289 (All Other Consumer Goods Rental) with a $12.5 million size standard.
Place of performance is South Lake Tahoe, California, at 35 College Drive, Lake Tahoe Basin Management Unit, except for one Terramac RT7R tracked dump hauler to be delivered to Elks Point Drive near Highway 50 in Stateline, Nevada. The contract runs July 13 through September 18, 2026, with the Government reserving the right to shorten or extend for individual equipment pieces.
Equipment required includes two CAT 307/308 excavators (18,000 lb class, two 36-inch buckets, thumb, blade, rubber tracks, environmental cab); one LayMor Sweepmaster 300 or equivalent self-contained sweeper with environmental cab; one Terramac RT7R or equivalent off-road tracked carrier dump truck (23,000 lb class, rubber tracks, rotating dump bed, environmental cab); and one 10-yard dump truck. All equipment must be Tier 3 or higher air quality compliant and approved for California use. Contractors must own equipment; brokers are prohibited. Equipment must be pressure-washed before delivery, covered by manufacturer's warranty through approved distribution channels, and protected by equipment rental insurance covering loss, damage, theft, collision, rollover, vandalism, and weather damage. The contractor handles scheduled maintenance (1,000-hour services, oil/filter changes); the USDA handles daily maintenance. Offerors must have active SAM.gov registration and provide proof of equipment ownership and schedule capability. Award goes to the lowest priced, technically acceptable offer with acceptable or neutral past performance on a Firm-Fixed price basis. Questions are due June 18, 2026, at 12:00 PM Pacific Time to patricia.newberry@usda.gov and PPS.proposals@usda.gov. Performance bonds are required if total award exceeds $30,000; bid bonds equal to 20 percent are required if award exceeds $100,000.
