About this opportunity
The National Aeronautics and Space Administration has awarded a sole-source order 80TECH26P0017 to Epsilon3, Inc. for 200 Epsilon3 Pro FedRAMP High licenses on August 11, 2026, under a justification for other than full and open competition.
The justification cites 10 U.S.C. 3204(a)(2), unusual and compelling urgency, as implemented by FAR 6.103-2. NASA determined that the Artemis campaign timeline, with a target lunar landing mission by 2028 and capability demonstration milestones in Fiscal Year 2027, requires immediate licensing to ensure development of lunar landing capability is complete in time to support mission execution. Delays resulting from developmental challenges risk mission failure. Epsilon3 is the only vendor capable of meeting NASA's technical, cybersecurity, and operational requirements, particularly its FedRAMP authorization for handling Controlled Unclassified Information. Market research was conducted and a successful pilot program was completed prior to the award determination.
The Epsilon3 Pro License is an AI-enabled procedure and operations management platform designed for mid-sized engineering and technical teams, offering AI-powered procedure importing and generation, workflow automation, test and requirements management, issue tracking, and asset inventory management. Place of performance is Kennedy Space Center. The procurement falls under NAICS 513210 (Software Publishers) and PSC DA10 (IT and Telecom — Business Application/Application Development Software as a Service).
Notice text
This justification provides the rationale for contracting by other than full and open competition to award a sole source order - 80TECH26P0017 with Epsilon3, Inc.
The general purpose of this order is to procure two hundred (200) Epsilon3 Pro FedRamp High Licenses. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.
The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed below, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions.
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(2), as implemented by FAR 6.103-2, Unusual and compelling urgency.
The rationale supporting the use of 10 U.S.C. 3204(a)(2) is as described in the attached Justification for Other Than Full and Open Competition.
Awarded contract 80TECH26P0017 to unknown vendor for unknown amount on 2026-08-11.
