About this opportunity

The Naval Air Warfare Center - Aircraft Division (NAWC-AD) has issued a pre-solicitation notice for ePower Annual Software Maintenance and Support services. This notice is not a request for competitive proposals, but interested parties may submit capability statements or proposals in writing along with certification of authorized reseller status issued by the manufacturer to Contract Specialist Carlee Burrows by September 12, 2025. The government intends to use FAR Part 12 and Part 13 procedures for this simplified acquisition of commercial items under 41 U.S.C. 1901. Based on market research, the government has determined that ePower software is proprietary to Peraton Inc. with no authorized resellers available. The procurement will be evaluated under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software).

This procurement does not utilize any set-aside designations and the government intends to award a sole source purchase order to Peraton Inc., located at 12975 Worldgate Dr., Herndon, VA 20170-6008. The contract will provide maintenance and support for 7,200 ePower Workflow Activator User Licenses, which includes 10,000 licenses of the integrated Open Text Document Management Software Component. The period of performance is scheduled to run from October 1, 2025 through September 30, 2026, representing a one-year annual maintenance contract. While no specific contract value is provided in the notice, the substantial number of user licenses indicates this is likely a significant software maintenance agreement. The government reserves the right to make a determination not to compete based solely on its discretion after reviewing any responses to this notice.
