About this opportunity

The 325th Contracting Squadron at Tyndall Air Force Base, Florida, is procuring non-personal services for Explosive Ordnance Disposal (EOD) Flight Support Technicians in support of the 801st Red Horse Training Squadron. The Department of the Air Force Air Combat Command is seeking qualified contractors to provide comprehensive EOD support including scheduling and setup of training courses, maintenance of EOD tools and equipment, management of EOD munitions accounts, development of plans and procedures, technical report review, and ground and explosive safety oversight. Key requirements encompass support for joint service and multinational training events, Combat Support Training Range operations, and documentation maintenance. The Pre-Solicitation Notice was posted on April 21, 2026, with a response deadline of May 5, 2026. While specific evaluation criteria are not detailed in this notice, this is a bridge action under the Revolutionary Far Overhaul (RFO) acquisition framework, with a planned competitive solicitation targeted for no later than June 1st and award anticipated by October 1st, 2026.

This procurement is set aside as a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB), with R3 Inc. identified as the intended contractor for the initial phase. The contract structure includes a one-year base period with four optional one-year renewal periods, providing up to five years of potential support. No specific budget or award value information is provided in the pre-solicitation notice. The requirement is classified under NAICS Code 541330 (Engineering Services) and PSC Code R499 (Support-Professional: Other). This sole source bridge action was established following the discontinuation of the Centralized IDIQ contract for EOD support previously managed at Scott Air Force Base, with the requirement transitioning to individual locations based on their specific support needs.

Notice text

Concerning future solicitation FA481926R0004:

GENERAL INFORMATION: The 325th Contracting Squadron, Tyndall AFB, Florida, in support of the 801st  Red Horse Training Squadron (801 RHTS) is conducting a Non-Personal Services acquisition for Explosive Ordinance Disposal (EOD) Flight Support Technicians. Requirements under this acquisition will include including scheduling and setup for EOD training courses, to include joint service/multinational events, and Combat Support Training Range (CSTR) events, training documentation, maintenance of EOD tools and equipment, maintenance of EOD munitions accounts, equipment and munitions documentation, drafting plans and procedures, reviewing EOD technical reports and making recommendations to management, running unit “checklist”, and ground and explosive safety requirements. Place of performance for the 801 RHTS EOD Flight Support Technicians acquisition will be at Tyndall AFB, Florida. This is a bridge action as defined at DAFFARS 5302.1. This acquisition utilizes the RFO (Revolutionary Far Overhaul) and related agency deviations, in lieu of the current FAC (Federal Acquisition Circular).

The solicitation is non-competitive, and is expected to be set aside to a Service Disabled Veteran Owned Small Business, and accomplished as a sole source award to R3 Inc, using simplified acquisition procedures conducted in accordance with Revolutionary Far Overhaul (RFO) Part 12. An electronic solicitation will not be posted to the GPE.

The Centralized IDIQ contract for EOD support was discontinued at Scott AFB and this requirement was passed down to the customer at each location they supported. With the short time to award it was logical to put a sole source in place to provide contracting an opportunity to generate a requirement for a Base of one year with four (4) options at one year each. The plan is to solicit the competitive action no later than June 1st with award to be made no later than October 1st, 2026.

The NAICS Code is 541330 (Engineering Services) with a size standard of $25.5M and the product service code (PSC) is R499.

The requirement will be awarded as a Firm Fixed Price (FFP) Contract to include a base of five (5) month term, plus two (2) optional terms for one month each. SAM Registration is mandatory for this contract. The expected award date for this requirement is 24 April 2026.

For Information regarding this sole source acquisition contact Mr. David Hackney, Contracting Officer at david.hackney.1@us.af.mil.
