About this opportunity

The US Geological Survey intends to award a sole-source purchase order to Vectronics Aerospace Inc. for Vectronic camera collars for caribou research, with capability statements due July 8, 2026 at 12:00 PM Eastern Time.

USGS will execute the award under FAR Part 12 commercial acquisition procedures. Vectronic collars are sole-source because of their integrated design features: a collar form factor suitable for caribou necks, integrated camera, Iridium satellite GPS technology, triaxial activity sensors, and programmable drop-off mechanisms. USGS has documented a greater than 90 percent success rate with Vectronic collars in collecting required research data with minimal malfunctions, compared to less than 60 percent for competing alternatives. No other known manufacturer combines these capabilities.

This notice satisfies FAR Subpart 5.2 notice requirements. Although not a competitive solicitation, the agency will accept capability statements from all responsible parties and will consider them; the government retains sole discretion whether to compete the action based on responses received. Submit inquiries and capability statements by email to victor_nuno@ios.doi.gov by the deadline. The procurement is classified under NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and PSC 5820 (Radio and Television Communication Equipment, Except Airborne).

Notice text

NOTICE OF INTENT

This is a notice of intent to solicit from a single source.

The US Geological Survey (USGS) intends to award a purchase order to Vectronics Aerospace Inc.

Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and the applicable simplified acquisition procedures.

The specific characteristics of the Vectronic camera collar for caribou that limit availability to a sole source are its collar design, camera capability, data collection reliability, and integrated technology. Vectronic is the only known manufacturer that provides a collar design suitable for a caribou¿s neck while also providing a clear and reliable camera, Iridium satellite technology for GPS data collection, triaxial activity sensors, and programmable drop-off mechanisms.

Based on the Government¿s prior experience, Vectronic collars have demonstrated a high success rate in collecting the required data with minimal collar malfunctions and failures, with a success rate greater than 90 percent compared to less than 60 percent for competing products. These characteristics are necessary to meet the Government¿s research requirements and are not known to be available from another source.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The NAICS 334220-Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

Responses or inquiries shall only be accepted through electronic mail addressed to victor_nuno@ios.doi.gov and must be uploaded and received in their entirety no later than, July 8, 2026, at 12:00 PM Eastern Time. Responses submitted by hardcopy or through any other web portal shall not be accepted or considered.
