Naval Surface Warfare Center Crane Division has a requirement for the design, first article manufacture and test, and production of Environmentally Controlled Inter-Facility Transportation Equipment (IFTE) Second-Generation D5 Rail Cars.
The anticipated Contract Line Item Numbers (CLINs) and estimated quantities are as follows: CLIN 0001 Second-Generation D5 Rail Car Design - 1 each, CLIN 0002 D5 Rail Car First Article - 1 each, CLIN 0003 First Article Testing - 1 each, CLIN 0004 Association of American Railroads (AAR) Testing - 1 each, CLIN 0005 D5 Rail Car Production Units - 20 each, CLIN 0006 Spares - quantity to be determined based on design, and 0007 Data - 1 lot.
The contract minimum consists of one (1) CLIN 0001 Second-Generation D5 Rail Car Design. A maximum of twenty (20) D5 Rail Car Production Units will be ordered. The Design Phase is expected to end 12 months after contract award. Inspection and acceptance of the First Article and Production units will be at origin by NSWC Crane personnel with an acceptance period of 60 days. Delivery shall be FOB Destination to Alliant Techsystems, 7900 West 4100 South, Magna, UT 84044.
The Contractor shall design, manufacture, and test the D5 Rail Cars in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in the System for Award Management (SAM) and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted.
The solicitation is expected to be issued on or about 25 October 2013 and is expected to close on or about 12 December 2012. This requirement is 100% set-aside for small business IAW FAR 19.5. The applicable North American Industry Classification System (NAICS) code is 336510 with a size standard of 1,000 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 5-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will be awarded. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Past Performance, Proposed Approach, and Price evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award.
It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the website listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation.
