About this opportunity

NASA's Shared Services Center has issued a Special Notice for research services related to Environmentally Assisted Cracking (EAC) susceptibility and threshold performance analysis of compromised Aluminum 2219 alloy. The agency intends to award a sole source contract to Rector and Visitors of the University of Virginia under FAR 13.106-1(b)(1)(i) authority, with performance to be conducted at NASA's Johnson Space Center. This is a civilian agency procurement classified under NAICS code 611310 (Colleges, Universities, and Professional Schools) and PSC code AK14 (General Science & Technology R&D Services). The Special Notice was posted on March 4, 2026, and invites interested organizations to submit written capabilities and qualifications to potentially convert this to a competitive procurement. The notice provides a brief window for organizations to demonstrate their ability to perform this specialized technical work.

The primary objective of this procurement is to characterize the microstructure and EAC susceptibility of Aluminum 2219 alloy used in NASA's Gateway HALO module through a comprehensive research program running from February 28, 2026 through December 31, 2027. Interested contractors must submit their capabilities and qualifications in writing to Procurement Specialist Kacey Hickman at Kacey.l.hickman@nasa.gov no later than 3:00 p.m. Central Standard Time on March 6, 2026, providing only a two-day response window. The work includes six core technical tasks encompassing EAC susceptibility testing, environmental exposure experiments with various humidity conditions, loading rate sensitivity assessment, fractography analysis, and mechanism determination, along with advisory support for fracture mechanics modeling at an expected frequency of three times monthly. NASA will provide test coupons, subject matter expert support, and test rigs for simultaneous testing, while the contractor must maintain strict confidentiality regarding all data, observations, and analysis. Payment is structured in four milestone-based tranches (20%, 50%, 20%, and 10%) contingent upon successful completion of agreed deliverables, with weekly status reporting required throughout the contract period.
