About this opportunity
The Naval Air Systems Command (NAVAIR) intends to procure Environmental Stress Screening (ESS) testing services for eighty EA-18G Low Band Dedicated Receivers (LBDRs) to support both United States Navy and Royal Australian Air Force requirements. This acquisition involves non-operational testing that must be completed prior to delivery of the equipment. The procurement will be conducted as a sole source, Firm Fixed Price modification to existing contract N0001924C0006, justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 due to the requirement for specialized manufacturing knowledge and technical data that only the current contractor possesses. The solicitation is scheduled to close on September 26, 2025, providing a fifteen-day response window from the September 11, 2025 posting date. The Government has indicated it will not utilize FAR Part 12 provisions for this acquisition.
This procurement does not include any set-aside designations and will be awarded directly to Northrop Grumman Systems Corporation (NGSC) of Linthicum Heights, Maryland, as the incumbent contractor. The contract modification will specifically cover testing services for eighty units of specialized receiver equipment. NGSC currently holds the primary contract N0001924C0006 for the LBDR systems and possesses the exclusive technical expertise required for the ESS testing within the Government's required timeframe. Interested firms seeking subcontracting opportunities under this procurement may contact Aaron Kinsley at NGSC via aaron.kinsley@ngc.com. The work falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1560 for Airframe Structural Components.
