THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME.

THIS IS A 100% SMALL BUSINESS SET ASIDE.


The International Boundary and Water Commission intends to issue a Request For Proposals (RFP) to obtain Environmental Services via firm fixed price, multiple award, indefinite delivery, indefinite quantity (IDIQ) contracts. Services shall include but are not limited to: preparation of reports, studies, and other documents in support of the National Environmental Policy Act, including but not limited to Environmental Assessments (EAs), Environmental Impact Statements (EISs), environmental inventories and related special study documentation; preparation of findings of no significant impacts; notices of intent, notices of availability, and other related notices; records of decision; activities related to the inventory, preservation, and restoration of natural and cultural resources; support of public meetings for project scoping and presentation of draft and final documents; data collection, analysis and documentation in accordance with cultural and natural resources laws, Executive Orders and regulations; technical support services for endangered species investigations, land management and wetlands protection; negotiations with regulatory agencies; habitat restoration or mitigation design and implementation measures; participation in post-project monitoring; mediation support; and other scientific and technological investigations to accomplish the USIBWC's mission.


Offerors shall be able to furnish all labor, material, supplies, equipment, superintendence and transportation necessary to complete awarded Task Orders for environmental services for projects found along the United States and Mexico international border in the United States (states of Texas, New Mexico, Arizona, and California), as well as other areas of USIBWC projects not along the international boundary such as in southern NM, and possibly for projects within Mexico.


The anticipated Contracts shall be for one (1) base year and four (4) option years.


The anticipated Contracts shall include the following:


Minimum Guarantee - $2,500.00 (base year only)
Minimum Order Amount - $2,500.00
Maximum Order Amount - $750,000.00
Annual Amount - $750,000.00
Contract Ceiling - $2,500,000.00 (if all options exercised)


The North American Industry Classification Standard (NAICS) is 541620 - Environmental Consulting Services. The Size Standard is $14.0 Million.


The Product Service Code (PSC) is B510 - Special Studies/Analysis- Environmental Assessments.


This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and
specifications. All responsible sources may submit a proposal which will be considered by the agency.
This is not an invitation for bid or Request for Proposal. Please do not submit a bid or proposal in response to this Presolicitation Notice.


The solicitation, plans, and specifications are expected to be posted on or about June 14, 2019 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by June 14, 2019 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. Once the solicitation is released, all responsible sources may submit a proposal which shall be considered by the agency. Sources must have a valid DUNS Numbers or have the ability to obtain one, and also must be registered in the System for Award Management (www.sam.gov). Proposals will be evaluated on the basis of best value, considering price and all non-price factors. The following are non-price factors:
