The ESO contracts provide services to support EPA's cleanup programs, primarily the Superfund program. These contracts require personnel to deliver the following services: field work and analytical support, remedy operations including long term response actions, and preliminary assessment/site investigation activities. The ESO contracts will give technical support to EPA project manager(s) in the oversight of the EPA contractor implementing the remedial action or a removal action under the EPA Remediation Environmental Services contract. The ESO contracts will also give technical oversight of the environmental remediation work being financed and performed by another federal agency, state, tribe, or potentially responsible parties. The places of performance are located in EPA Regions 1-10.

Added: Feb 03, 2016 4:31 pm Modified: May 31, 2016 10:37 amTrack Changes The purpose of this amendment is to request offerors that have submitted proposals prior to the due date and time on April 15, 2016, to resubmit the Standard Form 33 with blocks 12 through 18 completed. For block 12, please input 365 into the space provided. This means that the offeror's proposal will be valid 365 days from April 15, 2016, at 3:00 PM ET. The form shall be signed and dated by an official with the authority to legally bind the company. The offeror shall also complete blocks 15A. through 15C. of Standard Form 30 for this amendment. EPA is not accepting any new proposals at this time nor any proposal revisions. Submit the completed SF 30 and SF 33 to the Contracting Officer at Ottariano.michael@epa.gov. If an offer has already indicated the proposal is valid for 365 days, a new SF 33 is not required; however, the offeror should submit a completed SF 30 for this modification. EPA is requesting this information by June 14, 2016 at 3:00 PM ET.

PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION.
The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency's (EPA) intent to issue a competitive small business set-aside solicitation for the Environmental Services and Operations (ESO) acquisition. Contracts awarded from the ESO solicitation will support EPA's requirements for remedy operation in support of response actions at sites where the release, or threatened release, of hazardous substances pose a risk to human health and the environment. The primary focus of the ESO contracts will be for EPA-lead remedy operation (e.g. groundwater restoration and source treatment activities). These contracts will also be used to provide general technical assistance and support (e.g. sampling and analysis, minor construction projects), potentially responsible party and federal facilities project oversight, and remedial action management support for EPA-lead remedial or removal actions.
These services are to be provided within each of the EPA's ten regions. The contracts will be awarded to support a particular geographic area defined by a contract line item number (CLIN). CLIN 0001 will include Regions 1, 2, and 3; CLIN 0002 will include Regions 4, 5, 6, and 7; and CLIN 0003 will include Regions 8, 9, and 10.
In performing these requirements, each contractor is required to be compliant with, and meet the objectives of, at least, but not limited to the following laws: the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); the Great Lakes Legacy Act of 2002; the Great Lakes Legacy Reauthorization Act of 2008 (P.L. 110-365); the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) pursuant to the National Response Framework; and the Homeland Security Act.
It is the Government's intent to award multiple indefinite delivery indefinite quantity (IDIQ) type contracts, consisting of a 60 month base period, and a 60 month option period, for a maximum potential period of performance of 120 months.
The NAICS code for this acquisition is 562910, Environmental Remediation Services, with a size standard of 500 employees.
This is not a request for submission of proposals. Solicitation number SOL-R1-14-00003 will be issued at a later date. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation.
