About this opportunity
The Environmental Security Technology Certification Program (ESTCP), a Department of Defense initiative, is seeking proposals for innovative environmental and installation energy technology demonstrations. This Broad Agency Announcement (BAA) invites both small and other than small businesses to submit proposals addressing DoD environmental and installation energy requirements. Proposals must be submitted through the SERDP website by 2:00 p.m. Eastern Time on April 22, 2025, with no electronic mail, fax, or hard copy submissions accepted. The evaluation criteria will prioritize proposals based on technical merit, cost/benefit of technology, transition potential, and proposal cost, with technical merit being the most important factor. Proposers will undergo a multi-stage review process, which may include in-person presentations to the ESTCP Technical Committee.
The solicitation has no specific set-aside designations and anticipates multiple awards totaling approximately $8 million, depending on fund availability. The North American Industry Classification System (NAICS) codes are 541715 and 541330, with small business size standards of 1,000 employees and $25.5 million, respectively. Proposals exceeding $750,000 from other than small businesses must include a Small Business Subcontracting Plan. The contract awards are expected in the first quarter of 2026, targeting technologies in the translation, adoption, or diffusion stages that have completed laboratory testing and are prepared for operational demonstration at DoD facilities. Awardees will be selected based on their ability to demonstrate potential DoD benefits and provide detailed cost and performance data to support technology validation and potential implementation across the DoD.
