About this opportunity
The Bureau of Reclamation, a civilian agency within the Department of the Interior, is seeking environmental and cultural resources services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract covering the Upper Colorado and Missouri Basin Regions. The contract will support a comprehensive range of services including adaptive management, biological surveys, cultural resources assessments, environmental site evaluations, endangered species compliance, geographical information systems, habitat monitoring, and technical support across 14 states. Services will be acquired under Federal Acquisition Regulations Parts 12 and 15, utilizing a best value evaluation process. Interested contractors must submit questions and comments in writing to Terra Warren and JoLyn Goss by two weeks after the draft solicitation's posting. The solicitation (Reference: 140R4024R0001) is anticipated to be released electronically on SAM.gov around July 3, 2024, with all potential offerors required to be registered in the System for Award Management.
The procurement is structured as a total small business set-aside with a maximum contract ceiling of $50,000,000.00, targeting environmental consulting services under NAICS code 541620 with a small business size standard of $19.0 million. The contract will support work across Arizona, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming, with regional offices located in Salt Lake City, Utah and Billings, Montana. While no specific incumbent contractors are mentioned, the solicitation indicates this will be a multiple award IDIQ contract. Potential offerors should note that this pre-solicitation notice does not guarantee a future contract award and that the government will not be responsible for any costs incurred in preparing responses. The comprehensive nature of the services suggests a multi-year contract with potential for significant environmental and cultural resource management work across the specified regions.
