About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center intends to solicit a Legal Reference Database subscription compatible with the Gale Entrepreneurship and Business database package, with responses due by August 17, 2026 at 4:00 PM CDT for market research purposes. No set-aside is anticipated; the government will evaluate responses to determine whether to conduct full and open competition or a small business set-aside. Performance runs from September 30, 2026 through September 29, 2027, with three one-year option periods extending through September 29, 2030.
The Air Force requires an established, commercially available product—not custom-built—that combines a Business Plan Builder with step-by-step planning functionality, integrated access to entrepreneurship and legal forms resources, and business planning frameworks (Canvas, Lean Canvas, SWOT, PEST, Porter's Five Forces), break-even analysis, and investor/lender presentation materials. The legal reference database must include legal forms from all 50 states drafted by attorneys covering real estate, contracts, employment, bankruptcy, wills, and other subject areas, plus legal Q&A, attorney directories, law digests, and comprehensive form descriptions.
Critical technical requirements include single sign-on via SAML authentication, Transport Layer Security 1.3, HTTP Strict Transport Security with RSA 2048-bit certificates, unlimited simultaneous access, backfile availability, mobile application capability, and notes and highlight features compatible with Google and Microsoft accounts. The vendor must also provide branch-of-service usage statistics and staff training and marketing support.
Responses must include company contact information, business classification, socioeconomic status, CAGE Code or UEI, and a capabilities statement.
