About this opportunity

The Nuclear Regulatory Commission intends to award a noncompetitive modification to increase the ceiling of IDIQ Contract No. 31310023D0005 with Southwest Research Institute's Center for Nuclear Waste Regulatory Analyses from $4,299,877 to $8,600,000 (an increase of $4,300,123) on a sole-source basis.

CNWRA is an NRC Federally Funded Research and Development Center established in 1987 that provides enterprise-wide technical assistance and research support free of organizational conflicts of interest. The NRC cites RFO 6.103-3(b)(2) and determines that CNWRA possesses unique capabilities that preclude competitive solicitation. Services include research and technical assistance in civil and structural engineering, seismic analysis for advanced reactors, environmental science, geology, hydrology, material sciences, health physics, and development, testing, and validation of NRC accident consequence computer codes supporting the Office of Nuclear Material Safety and Safeguards and Division of Fuel Management.

The ceiling increase reflects actual usage during the first three years of performance and anticipated future work demands. Performance period runs from June 1, 2023 through March 29, 2028, inclusive of one remaining one-year option period. Place of performance is San Antonio, Texas. Cost reasonableness will be established through comparison to historical pricing, published labor rates, and Defense Contract Audit Agency-approved indirect rates. The NRC will conduct comprehensive market research in Fiscal Year 2027 to evaluate whether continued FFRDC sponsorship remains warranted.
