About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center has awarded a sole-source contract modification to Parametric Technology Company (PTC, CAGE 0K0D7) for an Air Force Enterprise-wide License for PTC's Service Parts Manager (SPM) Commercial-Off-The-Shelf software and associated Impact Level 5 and Impact Level 6 cloud hosting to support AFMC/A4, Air Force Sustainment Center, and supply chain users under the Enterprise Supply Chain Analysis Planning and Execution (ESCAPE) program.

The modification to contract FA8109-21-C-0001 covers five option years from September 28, 2026, through September 29, 2031. The justification cites 10 U.S.C. 3204(a)(1), only one responsible source, based on the proprietary nature of PTC's SPM software and the Air Force's substantial prior investment in infrastructure and training specific to this platform. A Request for Information issued November 19 through December 19, 2025, confirmed that no other industry source could provide equivalent Servigistics capabilities within the required timeframe; all respondents were unable to offer the full spectrum of PTC's capabilities without subcontracting to PTC, incurring significant costs and delays. The vendor delivers a turnkey solution including fully configured environment, hardware, software, cloud support, DISA Provisional Authority, and Authority-to-Operate certifications, with all performance, labor, and cybersecurity compliance risk borne by the vendor. The estimated total value exceeds a redacted amount in the justification document.

Notice text

The primary objective of this contract is to obtain an AF Enterprise-wide License for the SPM Cloud COTS software and associated IL5/IL6 cloud hosting to support AFMC/A4, AFSC, and supply chain user base by delivering the ESCAPE program functionality/capability, integration with heritage/legacy systems, or other Logistics Capability Initiative (LCI) modernization efforts.

Awarded contract FA8109-21-C-0001 to unknown vendor for unknown amount on 2026-09-23.
