About this opportunity
The Air Force Life Cycle Management Center (AFLCMC), Program Executive Office Combat Readiness, Rapid Sustainment Office (RSO) is issuing a Request for Information (RFI) to solicit innovative solutions for developing a single Enterprise Interactive Electronic Technical Manual (IETM) that consolidates technical data management across Air Force platforms. The procurement seeks a unified IETM Viewer application and Content Management System (CMS) that complies with the HAF/A4L Enterprise IETM Framework, which establishes requirements for digital transformation of technical orders, improved aircraft maintenance documentation, and enhanced interoperability across Air Force systems. Respondents must address feasibility, estimated costs, and timelines for both next-generation platforms requiring IL-6 environment certification and legacy platforms with approximately 17 datasets averaging 50,000 Data Modules each in S1000D format requiring IL-4 or IL-5 certification. Evaluation criteria include system architecture design, feasibility of modifications to existing solutions, cloud application development experience, AFNET accreditation and CMMC compliance capabilities, ATO acquisition expertise, and adherence to Model Based System Engineering standards. Key deadlines include February 11, 2026 at 1600 Eastern Time for submission of questions and February 27, 2026 at 1600 Eastern Time for white paper responses not exceeding 10 pages in 12-point Times New Roman font, to be submitted via secure email to the Technical Point of Contact and Contracting Officer.
This procurement carries no set-aside designation and identifies no incumbent contractors or current service providers. No specific award value or budget range is disclosed in the RFI, as this is a fact-finding effort to understand market capabilities and cost feasibility rather than a binding procurement action. Respondents must provide Rough Order of Magnitude (ROM) cost estimates disaggregated by platform set and separately identify CMS availability and associated costs. The RFI emphasizes that this is for information and planning purposes only, does not constitute a commitment to contract, does not promise a future Request for Proposal, and will not result in government reimbursement of response costs. All submissions become U.S. Government property and will not be returned to respondents. Proprietary information must be clearly marked within responses to protect sensitive business data.
Notice text
The Air Force Life Cycle Management Center (AFLCMC), Program Executive Office Combat Readiness, Rapid Sustainment Office (RSO) is investigating the potential costs and technical feasibility of a single Interactive Electronic Technical Manual (IETM) that meets the HAF/A4L Enterprise Interactive Electronic Technical Manual Framework, attached.
Currently, the acquisition, publishing and sustainment of technical data is performed by individual program offices for their unique platforms, in coordination with their respective Original Equipment Manufacturers (OEMs), in accordance with mandatory Department of the Air Force (DAF) policies, industry standards and mission specific requirements. This siloed and individual approach ensures unique mission requirements are met, but it complicates logistics systems’ integration efforts and decreases data integrity between disparate systems. Additionally, enterprise-level standardization of software products and data is stifled by this approach, while cost-savings via economies of scale cannot be realized. A common technology solution is desired to address these pain points.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to understand innovative solutions, estimated cost, and timeline to accomplish an Enterprise IETM for both next-generation platforms and legacy platforms, defined above. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the respondent party’s expense.
