About this opportunity
The National Institute of Standards and Technology seeks subscription-based access to an enterprise financial and market intelligence platform for the CHIPS Program Office, with quotations due August 14, 2026, at 2:00 PM ET and questions due August 10, 2026, at 2:00 PM ET. The incumbent contractor is FactSet Research Systems Inc.
Place of performance is Gaithersburg, Maryland. The platform must provide current and historical financial, operational, ownership, industry, and market data for public and private companies to support grant and loan applicant evaluation, portfolio monitoring, compliance reviews, risk assessments, due diligence, and industry analysis under the CHIPS and Science Act. Required capabilities include private company intelligence (ownership, funding history, venture capital and M&A data), six-level industry classification with revenue segmentation by business segment and geography, corporate hierarchy visualization, supply chain mapping of suppliers and customers, searchable research repository (company filings, earnings transcripts, investor presentations, press releases, news, regulatory disclosures) with AI-assisted document review and summarization, integration with Microsoft Excel via plug-in with refreshable data feeds, custom financial modeling and prebuilt templates, peer comparison and benchmarking reports, and multi-platform access (web, desktop, cloud). The CPO requires up to 23 platform access licenses with user provisioning, standard business hours technical support, user training, and periodic service reporting.
The base period runs six months from award with four optional 12-month extension periods. NAICS code is 513210, Software Publishers, with a small business size standard of $47.0 million. The contract vehicle is a firm-fixed-price purchase order. Evaluation weighs technical capability significantly more heavily than price, assessing breadth and depth of public and private company coverage, industry classification quality, ownership structure intelligence, supply chain analysis capabilities, AI-assisted analytics, and financial modeling. Offerors must demonstrate understanding using confidence ratings (high, some, or low). Prices remain firm for 90 days from quotation due date. Active SAM registration is required at quotation close.
