About this opportunity

The USAID in Bosnia and Herzegovina published a Special Notice to solicit information from organizations with experience working with audit firms and professional accountancy organizations. The Notice seeks capabilities to facilitate self-assessments of local audit firms' compliance with ISQM1, provide related capacity strengthening, and support the Chamber of Auditors in the Federation of Bosnia and Herzegovina.

Specifically, the Notice requests information from parties able to develop audit assessment tools, conduct evaluations of firms' quality management systems, deliver training to address gaps, and assist the Chamber in performing oversight aligned with international standards. Interested contractors should have experience in the relevant technical areas, language skills for the region, and submit responses by February 7, 2024 for USAID's information purposes. The Notice does not constitute a request for proposals or obligation to award related work but rather gathers market data for potential future procurement opportunities.

Notice text

The United States Agency for International Development in Bosnia and Herzegovina (USAID/Bosnia and Herzegovina) is interested in organizations with experience and capacity working with the audit industry to:

  • facilitate the self-assessment of the eight components in the International Standards of Quality Management (ISQM 1) for small and medium local audit firms in Bosnia and Herzegovina;
  • provide subsequent capacity strengthening opportunities based on the aforementioned self-assessment results; and
  • provide capacity strengthening to the Chamber of Auditors in the Federation of Bosnia and Herzegovina (CoA FBiH) to enable it to perform audit firm assessments based on ISQM-1 as issued by the International Auditing and Assurance Standards Board (IAASB) and train the Chamber to close gaps identified during assessments.

The envisaged capacity strengthening will be based on the International Standard on Quality Management 1, Quality Management for Firms that Perform Audits or Reviews of Financial Statements, or Other Assurance or Related Services Engagements (ISQM 1).
