•1. What GFP equipment is NAVAIR recommending to use for the Night Vision or Helmet System? Please provide Part Number and User Manuals.
ANSWER:
The Offeror is responsible for proposing a solution to meet the solicitation requirements. The Government does not intend to modify Attachment 4 - Government Furnished Property (GFP).xlsx, to include common support equipment. However, the following is a list of items that the government will provide access to on a not-to-interfere basis.
1)ANV-20/20, Infinity Focus Test Set - image quality test set O-Level
2)AN/ANV-126A, Night Vision Test Set - image quality test set O-Level
3) 268549 goggle purge kit - nitrogen purge
Technical Data Sheets for the ANV-20/20 and AN/ANV-126A are available via the internet. Data for the goggle purge kit is included as part of the Technical Library.
•2. Is there an EVA Capabilities Document? If so, may we obtain a copy of it?
ANSWER
Yes, there is a Capabilities Document. No, the CDD will not be released because it is marked Distribution E: Distribution authorized to DoD Components only; Acquisition Sensitive. The specification is derived from and refines CDD requirements.

Update #10 ·
As communicated, Offerors are responsible for ensuring that ITAR controlled data and controlled unclassified data, i.e., For Official Use Only, are protected in accordance with the document legends/marking and applicable law and regulations. If there is a desire to release controlled data to non-U.S. entities, Offerors should consult its company empowered official for information on how to distribute and handle controlled data. If your company has approved the release to a foreign entity under a TAA, the Government has no objections to the release of the Distribution D data.
However, if your company does not hold an applicable TAA/license that allows release to a non-U.S. entity, Offerors should contact the State Department and request an expedited license with the Navy International Programs Office (NIPO) as the Point of Contact to release the specific information. The documents to be released to non-U.S. entities should be attached to the State Department request, and identify Anton Geisz, phone 301-866-2436, email Anton.Geisz@navy.mil, as the NAVAIR PMA-202 point of contact for questions.

Update #9 ·
1. Reference RFP, page 81, paragraph 4.3.1.4.2.1, Priced Bill of
Material (PBOM)- The priced BOM (PBOM) requirement is not possible with a
developmental program whereby components and suppliers are unknown until the
program becomes more mature. Can the government accept BOM pricing?
estimates based on assumptions or from similar programs?
The answer is yes, BOM items may be estimates based on the Offeror' s
proposed approach.
2. Reference RFP, Page 69, VOLUME 3 - PAST PERFORMANCE- With the
proposal period extended to Feb 19th, can the government allow for a like
extended-period for all other time-sensitive requirements within the RFP,
especially as it relates to past performance submittals which required
questionnaires to be submitted "...within two weeks of the solicitations
release date..."?
For the page referenced (Page 69), the Offeror is encouraged to send PPQ's
to the contracts PCO/ACO/PM etc. for efforts that do not have current CPARS
as soon as possible. There is no need for the Government to extend this
period as this effort is solely within the discretion of the Offeror. The
Government does still request Past Performance Data to be submitted to the
Government two weeks before the proposal submission date per guidance within
in Section L part A paragraph 4.1 (Proposal Submission).

Please send a request to Antoinette Daniels (Antoinette.Daniels@navymil) and Jamie Billig (Jamie.Billig@navy.mil). - Recipients will automatically be notified via email when they have been added as a recipient to a package. The email they receive will contain a link and a one-time password. Clicking on the link will take the recipient to a page where they will be asked for the password. The best way to enter the password is to copy it from the email and then paste it into the password box.
After logging in, the recipient will be able to download all the files within the package. We recommend right-clicking on each file and selecting the "Save Target As" option to select the location to save the file to.
After downloading every file within the package, the recipient will not be able to log back in to download the files again. Simply logging in or starting a download will not lock the user out. In order to be locked out, the recipient must successfully download every file within the package.
The Government desires detailed feedback from industry. In addition to your feedback, below are specific items that need to be addressed.
1. Identify requirements that may be unclear.
2. Identify areas that may be adjusted to reduce cost and/or decrease schedule.
3. Identify requirements that may be at high risk to achieve.
4. Identify any other adjustments that may improve the clarity of the documents.
