About this opportunity

U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security, is seeking to procure Enhanced Mobile Surveillance Capability - Lite (eMSC-L) systems through a sole-source contract. The scope of work includes upfitting 22 existing MSC-L units to eMSC-L specifications and purchasing 14 new eMSC-L units, along with comprehensive support services. Required deliverables encompass program management, engineering support, test and evaluation, operator training, train-the-trainer instruction, warranty and maintenance services, logistics support, maintenance training, and Contract Data Requirements List (CDRL) documentation. The selected contractor will bear sole responsibility for executing all aspects of the requirement and providing all necessary supplies and services to achieve successful delivery. A Justification and Approval (J&A) has been approved for this sole-source procurement in accordance with Federal Acquisition Regulation (FAR) 6.303-1. The pre-solicitation notice was posted on January 21, 2026, with a response deadline of February 1, 2026.

This procurement is issued under a sole-source justification with no small business set-aside designation. The contract involves a total of 36 units (22 upfitted existing units and 14 new units), indicating a substantial equipment and services package. While specific budget figures and award values are not disclosed in this pre-solicitation notice, the scope encompassing multiple units along with training, logistics, warranty, and ongoing maintenance support suggests a significant contract value. The comprehensive nature of the requirements, including both upfitting and new procurement activities combined with extensive training and support services, indicates this is a multi-faceted program requiring substantial contractor capability and resources to execute successfully.
